One member of the NCAA committee that heard Mizzou's case drew the distinction that tutors for non-athletes did not cheat for their pupils while the AD tutor did, i.e. did homework and took tests and therefore, the athletes got benefits that non-athletes didn't.

You can draw your own conclusion regarding the validity of this analysis, but one member of the committee that heard the case did draw that distinction.
