A few things can be true at once

1). The US doesn't need to be in the Middle East
2). Soleimani can be a terrorist who has waged proxy wars on the US for the better part of a decade, and can pose an imminent threat
3). Soleimani could attack the US unprovoked (he did)
4). Trump can target Soleimani as a threat, but still need congressional approval to go after him
This need to try to claim Soleimani was innocent in all of this is really odd.
