You're comparing "style" to the "substance" of the strategy

How Trump does it is childish and at times, it seems to me that it should be embarrassing to him, although he seems to revel in that. Clinton was much smoother. The "strategy" however, is effective. It diminishes the allegation vs. letting it take hold. It reframes the behavior as acceptable, because, well, by golly he got us that Supreme Court nominee or a tax cut, or whatever behavior you do like.
Here's another example in a different context. You ever see television ads that are so stupid, you wonder how anyone in their right mind could think that it promotes their business or product? Sure you have. And you'd think it would have that effect - man, I'd never buy from someone who puts that dummy commercial out there. But guess what, people do. Even intelligent people. The "style" is dumb. The "substance" is that the ad effectively gets you to remember their name or product.
