any money from any source, I wouldn't call that particular action theft. The victims were the original taxpayers, not the welfare recipient.

It would be like one robber in a gang of robbers taking a bigger cut than what was agreed upon. His fellow robbers are not victims. The property does not belong and never belonged to them.
