ONLY to powers very specifically granted to the federal gov't then it was totally unnecessary to even use the phrase. If thats what it meant, why muddy the waters...and confuse later generations...by even putting it in the Constitution?

And using Woods argument, and had we also strictly followed his interpretation, the US south today would be about a dozen separate countries - each blissfully happy with their slaves and generally abject poverty.
