You are on point regarding the Japs. However, no one really believes FDR wanted war with Germany. He fully agreed with Churchill regarding a Germany first strategy. Although I disagree in how this strategy evolved in terms of early distribution of combat strength/manpower and scares war materials, I can't fault them for their belief that Nazi Germany was the greater threat.
