"kickstarting" Economic i.e. Industrial might. FDR was a closet admirer of Joe Stalin, and would've loved to run things in much the same manner. The Germans knew which side of the page FDR would come down on. The Japs were an absolute tyrannical Empire, and wanted the whole world for themselves.
