I never understood why the FBI recorded subject and witness interviews in this manner. I worked for over 30 years in the field as an investigator for another Federal agency. We recorded statements by hand and used a tape recorder as backup. The witness/subject was asked to sign their statement, though some declined. There were situations in which an individual answered questions, but declined to offer a formal statement. A memo added to the official report was executed in these situations only.
