The FBI goes through spells where it shifts its focus on recruitment.

During the 70's they focused on accountants because of their focus in fraud. After a bit they found they had a great collection of bean counters with no law enforcement investigative skills. Then they shifted back to recruiting from the police ranks.

Who knows what the next best thing is they are looking for today?
