was that the aid was tied specifically to Ukraine investigating Biden. This all happened on the phone call, apparently. However, we now know that Ukraine had no knowledge of the aid being withheld until August, and nobody has been able to tie it specifically to investigating Biden.

Please explain why this message is being reported.
