there are strings on foreign aid EVERY time.

looking into corruption be it Manafort or Joe Biden is a legitimate request. the fact that it helped HRC to look into Manafort and the fact that it would help Trump if Biden were found to be corrupt in his request makes NO difference. 100% legal.

show me the statute that would fit and apply to attaching a string to foreign aid that might benefit POTUS personally but also serves a national interest
