I don't know what history you're reading, but that isn't the case.

An investigation usually starts in the HJC, but it isn't required to. Nixon's impeachment inquiry began in the SJC. Clinton's started in a special council investigation. There is no rule that the House must hold a vote to begin an inquiry.
