The vote you're referring to is for an authorization to investigate. Such a vote isn't required.
To pass articles of impeachment, however, a House vote is required.
Neither of these things pertain to a definition of high crimes -- and there's nothing saying it can't be one person, ten, or two hundred in the House that complete the definition.
