bribery then can't they also make up rules for High Crimes as well?

Or are you claiming that they do not have to follow established House procedures? There was a full House vote to start every previous impeachment inquiry. There were also three failed votes to start impeachment inquiries against Trump. It sure appears that the House has procedures in place for just such an event, who gave the Dems the power to change those procedures?
