I do think that these type of parents create a whole lot of issues for their children later on down the line. Then in the schools and the community they have to interact with a vast amount of people who don't adhere to their upbringing or mindset. This leads to issues and in many cases gov. funding spent to try and fix the issues.

I have zero answer for how you stop parents from raising their children in a way that is going to have a adverse effect down the line. They have the freedom to do so.
