My first steps

If you make enough to supply your own healthcare (or have an employer that provides it), you are relieved of any government control of healthcare...completely..government will not mandate any coverages you must have..government will not mandate what insurances must cover in their plans...government will not mandate costs of these plans...government will remove anything related to taxation of healthcare..both costs, deductions, and credits to all (Can be used as an expense by companies).
Next step....move healthcare to the states/cities/counties, whatever local). HHS will be mostly closed.
Next step for those that cannot afford healthcare
For those under Medicaire, finish out the care, but no new enrollees
Encourage them to go to charity...insurance companies, hospitals, private charities
Encourage them to pick up local and state government programs
after all this is done, maybe a 10 year program that expires as part of a transition that covers basic insurance for those under certain income levels. Only basic care provided...no experimental coverage, etc.
Over time, this will move us to a much more free market open approach.
