Any free market program is always evolving and changing over time based on results/new information, market changes, etc.

This rarely happens in government...because two things get in the way...idiot politicians with their own agenda, and bureaucrats with their own agenda....in some cases, they want to see failure to "prove a point"

Sometimes initial design was ok, but then it slowly gets irrelevant. Social Security would be one example.

Since there were some obvious flaws with the system, but the Republicans were in control...the goal of the Republicans was also to make this fail...so rather than fixing some small parts, they refused.
