I did this through five administrations. We first saw Chinese formulated goods of this nature come in during the Clinton Admin. We soon received orders not to sample these materials. These protocols continued under Bush and into the early Obama Admin. After a series of industrial accidents directly related to one particular material one of our group volunteered to go to China to inspect the manufacturing processes. His request was denied and the material continued to be allowed entry.
