1) she doesn't want to subject House Members who are up for re-election in States that still support Trump to having to commit to a vote against the President; (politics)

2) she gets to bother Trump and have his administration wasting a bunch of energy to try and disprove things and it also stirs her base; (politics and PR)

3) she allows additional time to see if new allegations or facts arise which might cause those who would be a "no" vote to change their mind; (vote-counting)
