There is not House rule or Procedure requiring a House vote to initiate an impeachment inquiry.

If there was such a procedural requirement, Pelosi would have abided by it. Your Rs changed the rules for issuance of subpoenas, NOW a vote is no longer needed to issue subpoenas - hence the inquiry can proceed.

Please explain why this message is being reported.
