All of those things were done with full votes of the House and Senate the minority party just did not have the ability to stop them.

They were not done by one leader and a couple of committee chairs.

Do you really not see the difference here? If they call a full vote and the outcome is the same then they have followed precedent and procedure. Why do they refuse to do that now?
