Majority party, that does not mean the leaders of their party can just make up and change rules as they wish. They still have to follow the procedures and precedents that have been set by the full House. The Dem leaders are refusing to do that now in an effort to silence the minority party and more importantly to provide cover for members who would be impacted if they were forced to vote on impeachment.
