Two reasons.
1) such a vote might imperil frosh members who gave Dems the majority and ol Nance is loyal to them
2) She doesn't have to hold the vote.
3) - Bonus reason - admin did not commit to cooperating, ya know with the Constitutional authority of Congress - if they did hold sd vote. So as Yogi Berra used to say "Fck 'em".
