She's not holding a vote she doesn't have to because Donnie is cracking under the pressure. He's already said he won't cooperate which is obstruction and playing right into the Democrats hands. This isn't the Mueller situation with two years of facts, thousands of witnesses and millions of documents.

Trump can either cooperate and take a big chance or not cooperate and face obstruction of justice, which the letter is obstruction of justice per se in my view.
