subpoenas for decades. There are no repercussions for doing so.

If you want the subpoenas to have some actual bite then have the House take a vote authorizing an impeachment inquiry. Right now these subpoenas are ignored because they are coming from a single partisan chair of some random committee. They mean nothing and they have no power. The House Intel Chair has no power over the President of the United States.
