if there was "highly suspicious activity", it would have been in the US - and subject to US jurisdiction. If trump thought that ukranian laws were violated or that Ukraine's assistance was needed to assist with a potential violation of US laws, the proper channel is through the DOJ.

While Bill Barr's name was (apparently) dropped in the call, Barr wasn't apprised of the call and wasn't asked to meet with his Ukranian counterpart.
