It wouldn't have been flagged an "urgent" complaint since it was all second hand information. Therefore, it would have simply been an internal complaint that the ICIG would have had to look into, as opposed to saying it had to go to Congress.

Gutting the need for first hand information literally allows anybody to make sh*t up, or report rumors, and it's immediately deemed "urgent".
