One is the substance of the call itself (resolved by the transcript);

The second is whether the failure to turn over the complaint as required constitutes an attempt to interfere with Congressional Oversight. I think this is what Ace is addressing. The transcript or legitimacy of the underlying complaint is irrelevant to that issue.
