and also look at the resources needed/used to defend. Maybe the laws may not be targeted against the poor, but the system is.

First fines/prison sentences are biased...I am sure plea bargains are biased...etc.

Hell..tiggrrr even admitted to pulling over more suspected types of cars in hopes of finding a warrant or something..so now the poor are harassed more.
