There has been a long standing belief that the general policy of the USA targets poor people (many of them who also happen to be minorities) with laws that have been focused on them. Many of these laws are what are called victimless crimes (no clear victim, and actually transactions that occur between two consenting people).
These laws have led to two things....1. Mass incarcerations, 2. a big distrust in police as they are the ones that are the agents that carry out the enforcement of these laws.....and furthermore government has given them the tools of probably cause, protected them in many other cases (special laws like resisting arrest, assaulting officers, etc.) which gives further punishment when in most cases it was the officer that escalated the situation.
On the other side, you have liberals, who have given them just enough to survive, but no hope or thriving, or real education.
As a result, gangs have formed..they have found a way to essentially trade what is illegal, and can make lots of money for it. To gain this power, they recruit young people..offer them protection, and a good life (better than they could hope to see otherwise). These gangs grow powerful and rivals form and lots of turf fighting ensues....the police try to get in the middle of it...which, just like immigration, forces the gangs to up there gang...both sides gather more resources, and more power, and fight more....
These fights spill over to unwilling victims in various neighborhoods...
The cycle continues.
Many people feel drugs are what feed the cycle..and feed the hate..hence why war on drugs is a target for many to end .
Is this a perfect explanation..no it is not...but a general description of the cycle.
FWIW..immigration and terrorism follow this exact pattern.
