How do these laws target the poor? Are they only enforced

In poor neighborhoods?

Do the courts only charge the poor?

There are zero laws aimed at the poor.

Now if you want to argue that fines hit the poor harder then you will get no argument from me. If you fine me $100 for running a red light I can write you a check whereas a poor person will have to scrape together money for it. That does not mean that the poor are targeted because you only get the fine if you break the law in the first place.
