I’d also add academic stipulations.

A player bolting mid-semester shouldn’t be granted immediate eligibility if he stops going to class and cost his original school an APR point for academic progress.

A transfer exception for players who hold up their end of the bargain but feel like they’d fit in better elsewhere is fair.
