These are teenagers making a big decision with all kinds of pressure on them. Sometimes it just doesn't work. Why penalize them when it could possibly have been a coach who didn't exactly tell them the truth. I'd give them one mulligan. They should have enough info and experience to make a better decision the next time. Any more transfers and they sit out a year.

I'd consider the coaching change issue. Maybe allow them to transfer and play immediately but not for that coach. I don't want a coach leaving and taking players to benefit him immediately. They could transfer to his new place but would have to sit out a year.
