That is violating an NCAA rule, not intentionally and for no benefit. To me cheating implies a willing desire to break a rule for the purpose of gaining an advantage.
Programs violate NCAA rules for level 3 violations all the time, most of the time due to carelessness or lack of awareness.

Fuller was suspended for this.

Initially after the hire of Fulford, it looked like we were going to try under Kim. Things went south tremendously, and it became more important to find scapegoats than try. They didn't see eye to eye in terms of what it took to try.
