5.7 and a 5.8?

Seriously, what do you really think goes into these ratings and how do you really think they're determined, and who do you think is making those determinations? How does a guy go from a 5.7 to a 5.8, or (gasp) the ever-elusive 5.9???

There seems to be an incredible amount of hand wringing and hair pulling over decimal points on what seems to be a pretty arbitrary scale. Can one of you please explain to me why that is, and more importantly, how that is?
