WASHINGTON—In his first-ever public comment on the investigation into Russian interference in the 2016 election, special counsel Robert Mueller said that Justice Department policy prevented him from considering charging President Trump with a crime.
“Charging the president with the crime was not an option that we could consider,” Mr. Mueller said in brief remarks at the Justice Department on Wednesday morning.
“Under longstanding department policy, a president cannot be charged with a federal crime,” Mr. Mueller said. “The special counsel’s office is part of the Department of Justice.” He also noted: “If we had had confidence that the president clearly did not commit a crime, we would have said so.”
