Because you have a guy in Trump who isn't used to being told "no" and when he was faced with it, he acted in silly ways that stepped right in the middle of the obstruction cow-pie.

It's part of the reason that many folks thought he might be guilty of something bigger - because he acted like it by trying to manipulate the players. Part of his charm is that he's not a politico. Unfortunately, he also wasn't necessarily prepared to listed to politico types when he should have.
