I have no idea how the FBI conducts business, and perhaps that was wrong.

If I had to guess as to why that decision was made, it would likely be due to the constant lying done by the Trump admin, as pointed out in Mueller's report. Not saying that is an excuse to circumvent the law, but we dont know if this was above board or not at this point.
