is just the way the whole system works, and has for so long, that punishment of individuals at this point is meaningless. sure there will be a few high-profile casualties like patino, but for the most part this is the equivalent of the steroid era in baseball. a few no-names get slapped with a ban here and there and then a little time goes by and everyone cares less and less until it's just an inconsequential asterisk in a record book.
