Not sure just what you mean by low and high % shots.

I would rather shoot an unpressured, open 3 than a closely guarded or hurried 10-15 footer. I think most players by far will have a higher % made on the long shot, assuming they all have some proficiency at the 3.
Typically, a layup or anything within 1 ft is a high % shot. Of course on our team its about the last shot you want them to take.
Regardless, the best coached teams will have movement. Anything less is just lazy, unimaginative and/or a concession to playground ball.
