standing to sue that I'm not going to go into.

Feel free to research it yourself, it's too lengthy for a tigerboard post.

Based on the three prong test, the declaration itself would not trigger standing by a member of Congress.

So without Congress, I can't think of anyone else who could claim Trumps simple declaration harms them such that they could sue for redress.
