The U.S. has a treaty with Mexico to limit construction along the River. The purpose of the treaty is to prevent construction of a barrier or levy that would divert flood waters toward the opposite side of the flood plain. One of the walls Trump favors would allow waters to flow through the barrier.

If my farm or ranch was situated along the southern border in an area wracked by illegal invasion, I would eagerly sell a strip of my property to the Federal Gov't for a wall. They wouldn't need eminent domain.
