Is foreign meddling a crime? It likely depends on the lengths at which they go. Buying ad space on Facebook? I doubt it. Hacking the DNC? Yes, probably.
What about working with Russia to help get elected (in the form of $$, information, ads, hacked DNC data, etc), and in return, Trump agreed to reduced sanctions? Again, that would be a crime.
