Everyone agrees that the elections outcomes were fair. We all also agree that attempts to meddle were made and will again be made in 2020. "No material impact on the integrity" of the election, meaning that the outcome didnt, or couldnt measurably change.

Same was said of the 2016 elections.

That doesnt magically make the problem go away. This statement doesnt really say anything that we didnt already know.
