The NCAA doesn't just ignore things like that because a player transferred. And the coach who knew about it in football is no longer at the university so that kinda debunks your idea of the NCAA punishing coaches who did not act.

My guess is the NCAA couldn't prove the Clark cheating for some reason as it was her word against Clark's and there was no hard proof like the text messages from other players.
