We have not had a 16 year old child to foster

The oldest we have had was 10 years old and she was by no means 'broken'...most were behind in their cognitive skills and emotional development because their parents were addicts.
We know many foster parents that take in the 'at risk' older children and they love those kids and know what turmoil to expect. We also have a good friend that take the'special needs' kids and they also love the challenge.
Each of us have become experts in knowing how to advocate for the needs of 'our' kids while they are in our care.
The CORE problem in all of this is the reluctance of the courts to 'rescue' the kids from their abusive or neglectful parents BEFORE they are too damaged. The state of CA does a great job working with the birth parents to teach them the parenting skills they need, but in many cases, it is far too late to help the kid.
