but to the mindsets of the parties arguing.

Often, the same people who want these children to be delivered complain about the provision of social services to assist the parents later. And since the parents are often teen, or poor, they seek government assistance - at which point the mindset changes over to calling them "leeches" and "takers".

Sure, in a perfect world, it could be handled by family or charity, or hard work. Sadly, that world isn't any more realistic than Pickletopia.
