he kind of put the whole "you can't open a coffee shop" because there is an ordinance in regards to strong smells. I spoke directly to the city hall and they pointed me to the ordnances, and there is no such law/rule for the way these businesses are zoned. So either someone fed him some BS or he was just trying to find a reason for me not to serve coffee or pastries.

That being said, the landlord seems to be in the sandwich shop's corner and I imagine if he says don't lease to me, she will not. So, maybe I just tell them I am going to focus primarily on the main business and then we setup the coffee bar & pastries after we've been in place for a month or so.
