Unless there is a prohibition in the lease language, or, a provision that the Landlord can terminate the lease on a whim, he has no right to tell you that you cannot operate your business. Some leases include a provision that your business has to be compatible with others in the same building, or, within a geographic radius. If you can get a business permit from the local municipality, you should be fine.

Did you indicate to him, within the lease or an Letter of Intent, that you intended to open up a business, other than what you are now focused on?

My suggestion is that you ignore the Sandwich shop and do what you want.
