it certainly came about because of the Greitens' case - maybe that gave an old bill enough visibility or public push to get through. But you are correct, Greitens' would not have technically violated this particular law. Thus, it does no good in a Greitens' situation.
Wouldn't it seem that the proper charge there is "blackmail"? Although that will offend racial sensibilities, and mail is greatly reduced, so they need to take submissions for a new term.
